Gabriel García Expanded evidence audit report
PARTIAL AUDIT — SELECTED ENGLISH SYNTHESIS. Substantive cutoff: October 28, 2026. This document expands the earlier status update. It is not a complete translation, a new investigation or a conclusion on guilt or innocence.
1. Scope and executive assessment
Scope and reading guide
This expanded English report is based exclusively on the existing checkpoint 2094 audit, whose substantive cutoff is October 28, 2026. It develops 24 selected findings from the 60-finding Spanish report and incorporates later coverage corrections already present at that checkpoint. It is not a complete translation of the audit, a new investigation, an updated court-docket search or a legal opinion. No additional evidence has been reviewed to prepare it.
Executive assessment
The principal potentially adverse material is the investigator-described sequence leading to the January 8 rating increase, the provisional session 260 price/internal-access discussion, payment coordination through the father, related financial movements, referrals and a notebook entry bearing Gabriel’s name and rating percentages. These items have different evidentiary foundations and should not be treated as interchangeable or uniformly verified.
The central unresolved issue
The audit separates receipt of benefits or payment for assistance from evidence that Gabriel knowingly joined an unlawful arrangement. Employee conduct, the intermediary’s conduct and the father’s conduct cannot automatically establish the client’s knowledge. Circumstantial evidence may matter, but the particular inference must be identified and tested against the full context.
Contrary material that must remain in view
There was a pre-existing claim and private medical material; a bank record supports earlier paid appeal/evaluation activity; the provisional interview describes an asserted belief in legitimate assistance; and an earlier provisional call suggests that internal details might not be explained to the client. None of these establishes innocence by itself. They are material issues to assess alongside the potentially adverse communications, timing and financial evidence.
Source confidence
Documentary observations, investigator summaries, automated comparisons, provisional ASR and visual samples are labeled separately. No quoted or paraphrased ASR passage in this report is represented as independently verified listening. Source references below retain the original production filenames, Bates/page/row and media locators; some locator descriptions remain in the Spanish wording of the existing audit so that the references are not silently altered.
2. Employee–intermediary–client: the links that must be proved
Actor
Documented role in the existing audit
Attribution boundary
Client — Gabriel García
The claimant and defendant identified in the individual production. The report examines his own attributed communications, payments, referrals and explanation.
Do not infer knowledge of an internal processing defect from receipt of an award, or speaker identity from a telephone label.
Intermediary / gestor — Richard Rivera
Investigative records and produced transcripts describe claim assistance, prices, referrals and asserted internal access.
“Gestor” is used descriptively here; this report does not establish a particular professional accreditation or lawful authority. Conduct involving other clients is not automatically Gabriel’s conduct.
VA employees — Carrer and Martínez-Gutiérrez
The Medina memorandum attributes creation/assignment and adjudication actions to these employees. Other records provide alleged employee–intermediary context.
System access and processing must be verified against original records. The contradictory attribution of line 2488 remains unresolved; Ángel and Edwin are not merged.
Family channel — Víctor and Brenda
The records identify family involvement in communications, accounts, a meeting and a withdrawal.
An account movement or the father’s words is not automatically an act, intent or admission of the son. Final cash delivery and purpose require distinct support.

4. Detailed selected findings
Each discussion separates the source record from its possible significance and unresolved questions. Expand the reference panel for the original production locators. Selection does not mean that the other findings were withdrawn or resolved.
G01 Identity, jurisdiction and the meaning of “five”
Record and support. The individual production letter identifies Gabriel García in United States v. Carrer-Rivera, 25-cr-240 (FAB), District of Puerto Rico. Official Docket 114 describes Count 1 under 18 U.S.C. §§ 371/641 and Count 2 under §§ 1341/1343/1349. The label 05Garcia identifies a defendant, not a fifth conspiracy.
Contrary context and limits. A public, unauthenticated indictment copy lists Counts 1, 2, 5 and 18–22 for Gabriel; its Count 5 appears to concern a January 8, 2025 VA letter under § 1341. That remains provisional. Docket 114 is a discovery ruling, not a determination of guilt. The operative official indictment and current procedural posture have not been verified.
Questions for counsel. Counsel should obtain the operative indictment, corrections or superseding charges and current docket before settling a charge-specific defense. The report must not turn the defendant number into a conspiracy allegation.

G02 The January 8 benefits decision: an investigator’s account
Record and support. The Medina VA-OIG memorandum dated April 4, signed April 7 and approved April 8, 2025 describes a prior 90% service-connected rating. It reports that Carrer created EP 930 at 11:57 on January 8, assigned Martínez-Gutiérrez, and that a 50% GERD award and a combined permanent-and-total 100% rating followed at 14:06.
Contrary context and limits. The compressed sequence supports investigation of coordinated internal involvement. It is an investigator’s description of VBMS, not an independent examination of every underlying medical decision, access log or original DBQ. Speed and procedural irregularity do not themselves establish Gabriel’s knowledge.
Questions for counsel. Obtain the underlying rating decisions, medical evidence, complete access/change history, assignment authority and required approvals. Keep the employee’s actions separate from what was communicated to the claimant.

USA-009403.pdf, pp. 1–2 (Bates USA-009403–009404).
G03 Session 260: potentially significant price and access discussion
Record and support. Provisional ASR for January 8, 2025, session 260, contains an offer of 100% that day, a reference to someone “above” with authority over benefits, and a price of $12,500 plus 35% of retroactive benefits. It attributes questions about cost and permanence to Gabriel and a reference to a prior representative.
Contrary context and limits. This is potentially important adverse material about what Gabriel was told. It is not a certified transcript or independently verified listening. The other voice refers to “she” without directly identifying Carrer; a claim by the intermediary about influence is not proof of its truth. No verified admission by Gabriel to falsifying symptoms or bribing an employee is established by this excerpt.
Questions for counsel. Prioritize human listening and bilingual transcription of 00:17–02:38 and 02:47–04:18, with surrounding context and speaker attribution. Identify the referent and distinguish agreement to a fee from agreement to unlawful conduct.

G04 Session 313: payment coordination through the father
Record and support. Provisional ASR from January 11, 2025, session 313, 00:41–01:40 attributes questions to Gabriel about whether his father knows how to pay, whether payment is all cash, and coordination through the father.
Contrary context and limits. This may connect Gabriel to a contemplated payment and its form. Cash payment for assistance, by itself, does not establish a fraudulent agreement. Intention to pay is not proof of completed delivery, final recipient or an employee’s share.
Questions for counsel. Reconcile the full recording with family communications, bank records and evidence of actual receipt. Preserve the distinction between arranging payment and knowing that a payment purchases an improper official act.

G05 Financial sequence: $16,265, a separate $5, and a $29,000 withdrawal
Record and support. The records list $5 on January 16 and $16,265 on January 22, 2025 from GCG Logistics to Brenda García: $16,270 combined. A January 23 withdrawal of $29,000 is also represented as $14,000 plus $15,000. The withdrawal slip identifies Víctor; it does not identify a final recipient.
Contrary context and limits. The timing is potentially adverse when considered with communications. It does not trace particular cash to Richard or prove the entire purpose was unlawful. The $29,000 and its two components must not be added again. Other deposits and a provisional property-expense explanation require consideration. The stated fee formula produces $16,265.625 from a $10,758.93 retroactive amount; a small difference is not an independently proven fraud.
Questions for counsel. Obtain origin instructions, contemporaneous invoices and property records, accounting and proof of receipt. Separate a matching amount or timeline from proof of source, destination and knowing purpose.

G06 Referrals after approval
Record and support. The memorandum identifies two referrals. Provisional ASR from sessions 301 and 313 contains follow-up about a referred number and additional friends or colleagues below 100%.
Contrary context and limits. Referrals could show a role beyond receiving benefits if knowing participation is independently established. Recommending a service believed legitimate is also consistent with good faith. No commission to Gabriel is established here; names and spelling variants remain important.
Questions for counsel. Match each referral to its original message, author, date and response. Verify identities rather than treating Paul, Tristian or Tristan variants as resolved from ASR.

G07 A pre-existing claim and competing medical opinions
Record and support. The investigator’s own memorandum recognizes a private DBQ and opinion dated May 28, 2024, an unfavorable contracted opinion and an October 22 denial. The provisional interview attributes to Gabriel an expectation that already-developed medical evidence would be reviewed.
Contrary context and limits. This supports investigation of a good-faith or medical/administrative dispute, not a finding that the later 50% award was correct. Investigators also describe requests to cancel an examination and decide on private evidence, and an asserted lack of objective support for stenosis. Those facts require context rather than automatic acceptance of either account.
Questions for counsel. Compare original opinions, clinical testing, examination notices, cancellation requests and contemporaneous advice from prior representatives. Do not construct retrospective explanations unsupported by records.

G08 Specific administrative concerns require an individualized link
Record and support. The memorandum reports an undocumented quality-error basis for EP 930, no stated clear-and-unmistakable-error rationale, a missing second signature and insufficient objective support for the GERD rating described.
Contrary context and limits. These are specific allegations about administration and medical criteria. They do not show that Gabriel selected an internal processing code, saw system logs or knew an approval was missing. A GERD dispute is not evidence that he simulated PTSD. The investigator’s summary does not replace a qualified medical or policy assessment.
Questions for counsel. Counsel should compare the contemporaneous rules and claim dates with diagnosis, service connection and severity separately, including any transitional criteria. Link any alleged procedural defect to evidence of Gabriel’s actual knowledge.

G09 The 80%, 90% and earlier progression discrepancy
Record and support. The initial narrative referred to 80%. The VA-OIG summary identifies 90% immediately before the investigated increase. Other summaries and provisional interview text give different earlier progressions, including 60→90 and 70→90.
Contrary context and limits. The documented investigative account concerns 90→100. Earlier differences may reflect timing, memory, transcription, translation or individual versus combined ratings. They are not automatically false statements. A combined rating is not calculated by simply adding 90 and 50.
Questions for counsel. Construct a dated rating history from original code sheets and effective dates. Use the correct benefit terminology and distinguish VA compensation from a pension rather than adopting the initial narrative’s terminology.

G10 Gabriel’s explanation in the custodial interview
Record and support. Provisional interview text describes contact through his father, payment for services, reliance on an existing claim and denial of changing documents for the recent increase. It acknowledges sending money and prior representation. Relevant segments include 13:08–17:46, 20:18–21:56, 30:55–32:23 and 36:31–37:28.
Contrary context and limits. The explanation challenges knowledge and intent; it does not deny all contact or payment. It is not adopted as verified truth. Agents challenge the speed and absence of forms, and session 260 presents important contrary material about price and asserted internal access.
Questions for counsel. Review the entire interview and corroborate the account with contracts, messages, invoices and claim history. Separate an agent’s suggested proposition from an actual admission and preserve the question and full answer.

G11 The second interview file supplies additional context
Record and support. The second AVI lasts 06:41.033. Provisional text at 00:21–00:26 and 02:56–05:27 includes the formal interview closing and a later discussion with a supervisor in the presence of others. Gabriel again describes hiring assistance and payment through his father while denying fraudulent intent.
Contrary context and limits. This is contextual material, not an established privileged or private conversation. Some content concerns transport logistics. An apology about a workplace situation should not be recast as an admission of fraud. ASR has name and fragment errors; sampled frames do not establish demeanor-based truthfulness.
Questions for counsel. Verify continuity, everyone present and exact wording across both AVI files. Do not omit the second file when presenting the interview account.

G12 Rights, apparent waiver and refusal of a phone search
Record and support. Provisional ASR at 05:39–07:27 records warnings and apparent acceptance, with a qualified response about wanting to understand what is happening. At 33:29–35:04, it records refusal to consent to a phone search, accepted by the agents.
Contrary context and limits. This identifies questions for counsel about the circumstances and scope of waiver; it does not establish that suppression is warranted. Refusal of consent is not an admission. A signature, police experience or a frame showing posture does not alone prove comprehension or coercion.
Questions for counsel. Review the exact language, full recording, signed interview paperwork and custodial circumstances. Distinguish a request for explanation from a legally effective invocation without deciding that issue on provisional ASR.

G20 Earlier calls may distinguish internal knowledge from the client’s knowledge
Record and support. Provisional ASR for session 259, immediately before session 260, refers to private medical evidence and withholding explanation of the mechanism from the client. Session 257 refers to Víctor’s son, a prior 90% rating, a denial and stopping other steps. Attribution between employee and intermediary rests on reports/logs, not voice expertise.
Contrary context and limits. The timing may strengthen an internal coordination theory while also supporting a distinction between what insiders knew and what the client was told. Gabriel is not a participant in session 259. Withholding details does not itself exclude his awareness of wrongdoing; session 260 remains contrary evidence. The ASR expression rendered as “magic” is not a verified quotation.
Questions for counsel. Listen to sessions 257–260 together and determine what, if any, internal explanation was communicated to Gabriel. Preserve both the possible concealment from the client and the later asserted access.
Exact source references retained from checkpoint 2094
G29 Independent bank context for earlier paid assistance
Record and support. USA-006907 p.217 records a September 19, 2023 Zelle payment of $1,722 to Very Important Veterans Corp with the memo “First estimate, appeal fee, medical evaluation.” This predates the January 2025 episode.
Contrary context and limits. It provides contemporaneous support for earlier paid appeal/evaluation activity, beyond a later interview account. The memo does not prove accreditation, lawful service, work actually performed or that this was the same provider mentioned in a particular call. It does not establish good faith in the later transaction.
Questions for counsel. Obtain the contract, invoice, authorizations, evaluations and communications through counsel. Compare them with the May 2024 evidence and VA decisions without treating a transaction memo as conclusive.

G30 A payment inference is not the same as an observed transfer to an employee
Record and support. The second-extension application attributes cash demands and a workshop visit to January 22–23 calls and infers that the father paid for Gabriel. At that point, it acknowledges no direct identified Rivera-to-Carrer payment evidence and no observation of a supposed January 10 vehicle delivery.
Contrary context and limits. These are different evidentiary levels: summarized communications, inference of payment and an alleged onward distribution. Absence of direct observation does not negate circumstantial evidence or later evidence. Conversely, the father’s words and intent cannot automatically be transferred to Gabriel.
Questions for counsel. Reconcile later financial records and recordings with the affidavit’s earlier information limits. Identify who delivered, who received, what amount and what evidence establishes knowledge of an employee payment.

G35 Post-cessation technical dates and invalid ASR: a material correction
Record and support. A sealing application states cessation on March 2, 2025, while 33 unique technical sessions carry March 3–4 dates. All 33 associated WAV containers have zero-byte audio data blocks; later content consists of metadata and related structures. Previously decoded durations and three ASR outputs from those containers were invalidated and excluded.
Contrary context and limits. These are not usable recordings of post-cessation conversations. The February 3 order’s 30-day period may encompass March 4; the discrepancy does not itself prove expired authority, unlawful interception or a link to Gabriel. Checkpoint 2094 adds stored collection-profile dates, not a judicial extension or proof of actual capture.
Questions for counsel. Seek the producer’s explanation of cessation versus technical events, target/order mapping, original audio if any and sealing records. Do not revive the excluded ASR or infer speech from container length. Counsel must evaluate authorization and standing on the proper documents.

G37 The short airport video is not established footage of Gabriel’s payment
Record and support. USA-007588.mp4 was sampled at 29 frames across approximately 28 seconds. Associated records and index placement are consistent with September 20, 2024 airport surveillance of Carrer. Nearby September 5 surveillance records concern a different event.
Contrary context and limits. This is documentary linkage, not independent facial identification or authenticated video date/time. Sampled frames are not continuous viewing. The images do not establish an audible conversation or a money delivery. The referenced photograph USA-007587 was not located, and separately described covert payment videos are not replaced by this clip.
Questions for counsel. Obtain the original attachment mapping and the relevant covert recordings. Preserve separate dates, events and media identifiers rather than assuming neighboring files depict the same incident.
Exact source references retained from checkpoint 2094
G38 Photographs of the father and intermediary provide context, not the son’s agreement
Record and support. The 108 photographs in USA-000001–000108 were inspected. The reporting agent attributes a December 9, 2024 meeting to Richard, Víctor and Brenda. Related reports describe Carrer’s accesses to Víctor’s VA profile/documents and a summarized call about a possible 100% result.
Contrary context and limits. The photos are compatible with a meeting, but papers are not legible and the contents of a white bag cannot be identified. No identifiable currency delivery was established; that does not rule out events outside the frame. Identities and timing come from reports rather than independent face recognition. These accesses concern Víctor, not automatically Gabriel.
Questions for counsel. Connect any inference about Gabriel to an individualized communication or act. Obtain original sequence metadata, access logs and the underlying call rather than transferring the father’s knowledge to the son.

G39 Evidence about the intermediary’s methods must remain actor-specific
Record and support. Produced transcripts involving Richard, an informant and an undercover participant describe prices, asserted internal influence, suggested answers and concealment of assistance. They also include statements portraying the process as lawful. Some passages are summaries or marked unintelligible; they were not independently verified by listening in this audit.
Contrary context and limits. This may provide context for an alleged method, subject to admissibility and authentication. It is not proof that Gabriel received the same instructions or knew that a claim was false. Prices and payments in those operations are not automatically his. Who introduces a suggestion matters, particularly where the undercover participant raises the idea.
Questions for counsel. Compare only with communications demonstrably received by Gabriel. Preserve the full exchange, lawful-service representations and initiator of each proposal. Counsel should assess permissible use and the risk of guilt by association.

G55 The notebook entry is directly relevant but not self-authenticating
Record and support. A photographed notebook page contains an entry Gabriel García with 90% and 100%. Its left-page list continues the “Claims Ricky” section; “Claims J. Medina” starts separately on the right. Additional photographs show the same entry and the surrounding collection context, not independent second entries.
Contrary context and limits. If identity, object and authorship are established, the entry may link Gabriel’s name to claim tracking. It does not date the writing, identify its author, explain the result or show Gabriel’s knowledge. His entry contains no signature, amount, instruction to lie or admission of bribery. A different Gabriel entry must not be merged with this one.
Questions for counsel. Verify the original notebook, item number, chain of custody, authorship and timing. Compare the entry with authenticated VA accesses and communications before treating it as evidence of a knowing agreement.

G56 Overlapping technical reports should not inflate contact counts
Record and support. Two BAF reports share 10,712 records in an automated 13-field comparison. Five records occur only in USA-004032 and 59 only in USA-004511. The 64 exclusive rows and later the full text of both reports were reviewed. Different filters explain part of the difference; 43 additional final-day records for the same pair still require reconciliation.
Contrary context and limits. These are document-comparison results, not authentication of the underlying system or proof of deliberate deletion. Generation times, updates or export rules may explain differences. No content or Gabriel’s operation of the lines is established by this comparison.
Questions for counsel. Require deduplication and disclosure of date windows, filters, time zones and record definitions in any chart. Obtain native parameters and generation history before asserting that one list is complete or manipulated.
Exact source references retained from checkpoint 2094
G58 Telephone labels are not verified speaker identities
Record and support. The report distinguishes Gabriel’s documented line ending 7845 from Richard’s line ending 2780. The line ending 2488 has conflicting attributions: an FD302 attributes it to Ángel David Carrer Rivera, while other sheets and account records identify Edwin. Subscriber, billing, contact and authorization fields are different categories.
Contrary context and limits. The contradictory attribution remains open. Shared dates or linked contact names do not resolve identity or who operated a phone at a particular time. Earlier categorical attribution was corrected. Labels for other lines also differ across working sheets and linked cached data. No macros or external workbook updates were executed.
Questions for counsel. Trace each label to its source and date, obtain appropriate subscriber history and validate voices/content separately. Do not merge Ángel and Edwin or treat account ownership as proof of participation.

G59 Earlier transfers and an unidentified “Gabriel” must not be misattributed
Record and support. Records list earlier transfers between accounts labeled Ángel Carrer and Richard Rivera. A 2019 payment of $75 from Nairovy Ortega includes “restante de Gabriel”; a nearby $400 payment lacks that memo. Later records include duplicated copies of some transactions and a separate $170 transfer.
Contrary context and limits. No surname or VA purpose identifies the “Gabriel” in that memo as this client. The $400 must not be assigned the same purpose or added as a $475 payment by him. Copies of the same transfer are not additional payments or independent corroboration. Dates and purposes differ from the January 2025 episode.
Questions for counsel. Resolve the person, transaction purpose and source documentation before using these items in the employee–intermediary–client chain. Account labels and abbreviated memos do not prove illegal purpose or Gabriel’s authorization.

G60 DBQ-labeled transfers concern other named parties
Record and support. Two completed $250 transfers from Johnny Alvarado to an account labeled Ángel Carrer have “DBQ” and “Gracias DBQ” messages, on November 20, 2019 and January 27, 2020. A separate August 2024 group contains three $500 payments from Cristian Agosto with examination-related, partly uncertain descriptions.
Contrary context and limits. The records justify questions about services and beneficiaries. They do not identify Gabriel, establish a false DBQ, prove payment for an official decision or authenticate personal authorship of a memo. The separate examination payments do not expressly say DBQ.
Questions for counsel. Identify the actual document, beneficiary, provider, invoice, service and communications. If offered as other-act evidence, counsel should examine the specific connection and permitted purpose rather than infer guilt from a general pattern.

5. Calls, video and technical-event coverage
For the Gabriel-related call set, checkpoint 1584 reconciled 15 HCF log rows with native headers and explicit UTC−04-to-UTC conversion. Three sessions, 268, 273 and 275, have technical records without audio and are marked unanswered/not completed. Five sessions with WAV files—267, 269, 270, 271 and 272—are also marked unanswered/not completed despite content-channel flags. The remaining seven WAVs are marked answered/completed. These labels do not distinguish a human answer from voicemail or identify a speaker. A file’s existence is not proof of a dialogue.
Exact existing locators: G48; HCF Title lll Call Log.xlsx rows 446, 458, 470, 479, 482, 484, 486–492, 499 and 501; the associated XML folders and native headers are listed in G48. G13 also records a session-number discrepancy: the congratulatory call at 16:02 is placed in session 280 by the log, although summaries repeat 260. A known time-zone conversion should not be presented as contradictory timing.
The custodial interview received provisional ASR review and 65 sampled frames (G28). The airport MP4 received 29 sampled frames (G37). Neither amounts to full direct listening or continuous audiovisual verification. The report preserves contrary interview passages and a human-validation queue rather than treating automated text as an authenticated admission.
The distinction between consensual recording and Title III interception must be preserved. The later review of USA-000141 p.1 found a signed consent document, while USA-000135 p.3 is a blank sample. A blank example does not establish absence of consent. The signed document still requires a period/session and original-document linkage; its existence does not establish that Gabriel participated in every recorded event.
Carrier guides and technical records distinguish call legs, network events, signaling, capture and connection times. Multiple records can arise from one event; overlapping intervals are not automatically separate conversations. Cell information is not exact handset location. A dictionary for one provider does not automatically define another interception system’s fields. These limitations matter to any proposed contact chart or timing argument.
6. What checkpoint 2094 added
The saved analysis of 64 accessible SRI files was reconciled to the same source-copy hashes. RecorderConfigurationRaw decoded as Base64/UTF-8 into four distinct configurations shared by 14, 32, 4 and 14 files. Relevant fields and differences between representatives were examined selectively. This was not a complete semantic audit of all administrative options. Identical copies do not supply independent corroboration.
In the decoded configuration, lines 71–72 and 87 identify SA Western Standard Time for presentation and Eastern Standard Time for system settings. Lines 93–94 specify 15 seconds for sessions with content and five minutes for sessions without content. The latter is consistent with the 300.003-second CCOpen-to-timeout interval for session 798, folder 39131838; it does not establish five minutes of conversation.
Lines 135–143 contain collection/content windows of December 4, 2024 04:00:00 to January 3, 2025 03:59:59 UTC; January 2, 2025 04:00:00 to February 1, 2025 03:59:59 UTC; and, for the final two groups, February 3, 2025 12:00:00 to March 5, 2025 03:59:59 UTC. These stored settings provide technical context for G35. They are not judicial orders, proof of renewal or proof that recording actually occurred.
The first three groups differ only in the four date lines in the automated comparison. The last comparison also identifies changes in empty schema value lists and three parameters in a generic configuration block. Those flags must not be conflated with a separate nested tracking block. Empty lists do not show deleted messages, and a setting allowing duplicated audio does not demonstrate actual duplicate audio.
All 211 encoded Raw Event Data entries passed strict Base64 and saved length/hash consistency checks. Each SRI has a 1,157-byte binary tail. This establishes only preliminary structure. No complete binary semantic interpretation, signature algorithm/certificate validation or authentication of origin was performed. Copy-hash consistency is not authenticity.
Representative source locators: Title III/38798953, session 40; 38907801, session 266; 39003369, session 615; and 39108271, session 699, within the June 2 production. Field path: Header/RecorderConfiguration/RecorderConfigurationRaw; line numbers above refer to the decoded UTF-8 text. The 64 SRI remain partial. The 18 restricted SRI were not opened. No unknown configuration or macros were executed.

Recorded findings / selected English discussions
60 / 24
Neither number is a count of proven offenses.
The coverage categories above were reconciled from the existing inventory by unique hash; all copies of each hash have the same recorded category. The HTML inventory itself displays file-entry counts, which are larger because it includes duplicate copies. Historical checkpoint narratives retain their earlier figures and should not be mistaken for current totals.
Textual review is recorded as closed for USA-000335 (53,221 rows), USA-004877 (50,194 rows), USA-004878 (48,444 rows, A:J) and USA-003618 (59,920 lines). USA-005137’s 1,575 pages received the recorded individual/focal visual coverage as well as textual review. These closures do not authenticate records or reconstruct redacted, cropped or illegible fields. Bank sections cover different people and products; their transactions must not be merged with Gabriel’s by surname or amount.
Further work on the identified gaps requires the operative official indictment; 112 missing email bodies and six absent native files; properly authorized material for the 18 restricted SRI; original audio where samples are absent; qualified human listening and continuous audiovisual review; technical format/version documentation, clock-layer explanations, certificates and custodian evidence. Missing content is not reconstructed from headers, and restrictions are not bypassed.
Original evidence has been preserved. This English derivative does not include original recordings, financial-account identifiers or the original discovery attachments. No new evidence search, witness contact or external publication was undertaken to prepare it.
8. Focused issues for qualified defense counsel
Knowledge and agreement: identify the specific communication or act said to show that Gabriel knew the arrangement was unlawful and voluntarily joined it. Test that inference against the existing claim, prior paid representation, legitimate-service language and information potentially withheld from the client. Neither receipt of an award nor association resolves this question.
Medical and administrative merits: obtain the original rating history and clinical evidence; separate diagnosis, service connection, severity and processing authority. An error by an employee is not automatically a knowing misrepresentation by the beneficiary. Conversely, a prior claim is not proof that the later increase was substantively correct.
Money trail: reconcile amounts and dates without double counting. Distinguish a transfer to a family account, a cash withdrawal, an alleged handoff to the intermediary and a proposed share to an employee. Seek contemporaneous support for alternative purposes rather than inventing an explanation.
Admissibility and completeness: assess original recordings, speaker attribution, translation discrepancies, the scope of investigator summaries, notebook authentication and any proposed other-act evidence. Seek complete question-and-answer context and the full interview sequence. Technical contact frequency and evidence about other clients must not silently substitute for Gabriel-specific knowledge.
Procedure: verify the actual indictment and the applicable elements before framing a charge-specific position. Review consent, orders, extensions, minimization, sealing and custodial rights on the correct documents and with appropriate standing analysis. The report identifies questions; it does not conclude that suppression, dismissal, entrapment or any particular trial outcome is established.
These are proposed lines of lawful investigation and legal assessment. They are not completed follow-up actions, promised results, scripted testimony or instructions to alter evidence. No completion date is promised for work dependent on new material or capabilities.
9. Status of this English deliverable
This is a substantial, selected English synthesis of checkpoint 2094, not the complete English translation of the 10 MB Spanish text export. It preserves finding identifiers and source locators for comparison. The underlying report remains partial; its unresolved questions are not converted into findings of wrongdoing or innocence.
The HTML is self-contained, with local search over the 24 discussions, expandable source panels and no required external assets or network requests. Structural checks, embedded-text checks and JavaScript syntax checks were performed. Browser opening was not attempted; visual and interactive runtime QA remain unverified under the previously recorded restriction. No claim of full visual QA is made.
This copy is prepared for private delivery to the requesting user for review with qualified defense counsel. It has not been sent to the client or published. A standalone file does not itself establish access controls or permission for further distribution.
